INVESTIGATIONS have revealed concerns amongst top officials at the Kwara State University, Malete, over the nonexistence of substantive administrative heads and overpopulation of students, amid growing insecurity, with some decrying the lack of infrastructural projects intervention by the state government within the university, projecting that if things persist ‘no hope for KWASU,’ Abdulwaheed Sulaiman writes.
Findings
During a chat with a top official of the Kwara State University who is also a Senior Administrative Officer, it was revealed that the University has been battling with administrative issues ranging from the vacuum created after the disbandment of the varsity’s Governing Council.
The top official further said that the vacuum has equally affected the selection of a substantive vice-chancellor and resulted in an academic siege of admission quota policy, lamenting the Kwara State Government’s neglect of the varsity in terms of provision of tangible infrastructural facilities for the institution in recent times.
“With the growing insecurity in Nigeria, to say I feel sorry for our citadel of learning KWASU is an understatement. How can a varsity of 572 academic staff strength admit over 13,000 students while 11,000 were successfully cleared? Not any federal universities or state universities alike in the country matched our admission spree for the 2023/2024 academic year.
“In recent times, the majority of the infrastructural projects were being carried out in the University by TETFUND, we are no doubt indebted to the agency for assisting us in terms of numerous physical structures facilitated under the 2015-2017 assisted projects.
“Most of the time, I ask myself ‘How do we fulfill our duties of imparting knowledge to this multitude of innocent students?’ ‘How do we maintain the academic standard that bears the conception of this citadel of learning?’ And with the worsening state of the economy especially the absence of subvention from the incumbent Kwara state government, how do we provide hostel accommodation for these students and also guarantee their safety?
“I feel the acting vice-chancellor has become a sole administrator with the vacuum created by the Governing Council; he doesn’t even listen to anyone except his ‘Oga’ at the top. As a senior officer who rose through the administrative cadre, I always feel sorry for the citadel of learning in terms of recent happenings.
“Less I say is the influx of some ex-appointees of the incumbent governor being slotted in as Admin Assistants. They barely understand the job they were assigned to. If I am not mistaken, there are not less than three ex-commissioners who are all working with us as Administrative and Clerical staff.
“I wonder why the governor settled for the appointment of an acting vice-chancellor since the demise of the late Prof. Akanbi over a year ago,” the top senior official who is also on the administrative cadre expressed great concern.
However, during an on-the-spot assessment of the University, some officials further confirmed that the Kwara State University is presently under academic siege with overpopulation of newly admitted students.
It was revealed that the varsity admission quota policy was raised in the 2023/2024 academic year with the total numbers of 13, 000 new intakes, while only 11,000 made the payment of tuition fees and other charges successfully.

The officials admitted that the admission quota policy was done in ‘good faith’ to generate revenue and in fulfillment of their obligations in the absence of subvention and other aid from the state government.
Quota Policy represents the number of candidates that should be admitted into the university in one academic year from each state. Webster’s Third New International Dictionary defines “Quota” as the share or proportion received, granted, or necessary to a person as being one of a certain number assigned to a ‘party’ (e.g. an institution with a quoted admission policy).
Further research on the Nigerian University Commission (NUC) Law on admission quota policy revealed that “quota system used during admission processes in most universities in Nigeria comprises academic merit which is determined by University Matriculation Examination (UME) and is allotted 45 percent, educationally less privileged state is allotted 20 percent, catchment area 25 percent, and 10 percent to the discretion of the Vice-Chancellor.”
However, according to data obtained from the Kwara State University “THE FACTS”, a publication of the tenth and eleventh combined convocation magazine edition, revealed that the total number of students in the varsity stood at “over 20,000, while the staff population stands at 1017 respectively,” excluding the newly admitted students from the 2023/2024 academic year.
According to the editorial data on the “THE FACTS”, a publication of the tenth and eleventh combined convocation magazine edition, it stated that “the Kwara State University witnessed a landmark event in the history of the varsity as sixteen thousand, three hundred and fifteen (16,315) students step into the world with the 10th and 11th convocation ceremony.”
Meanwhile, data obtained through a discreet investigation have revealed that the Kwara State University academic staff strength stood at 572, as of January 3, 2024, which is a meager percentage of the entire student population.
Further investigation revealed that Kwara State University management devised other means to independently generate revenue via the creation of other programs including the KWASU Business School, Centres for pre-degree and remedial studies, Satellite offices for top-up and Post-graduates programmes, which are majorly situated in Ilorin, the state capital.

In another chat with a non-academic staff member who spoke on the condition of anonymity, it was alleged that the state governor AbdulRahman AbdulRazaq failed to fulfill the pledge he made to the varsity academic and non-academic staff union sometime in July 2023.
According to the staff member, the state governor met with the University staff union body in July last year where he pledged to provide state support towards the salary increment and other severance packages for the organized union body at a well-attended meeting with the academic and non-academic union executives.
“I think sometime in July 2023, the governor promised to implement some agreement reached at a meeting with our academic and non-academic staff union executives. We were told he (the governor) told them (the varsity staff union body) that he was going to assist the University with salary increments and other severance packages.
“We were also told that he (the governor) pledged to facilitate some infrastructural projects intervention for the university which remains in the imagination of the beholder. Till today, no single infrastructure project has been done by the incumbent government,” the top official who preferred not to be named revealed.
Further checks revealed that the incumbent governor has followed the footsteps of his predecessor who had stopped the subvention being granted to the Kwara State University towards the tail of his second term in office as the state governor.
Meanwhile, the immediate past Kwara Governor AbdulFatai Ahmed, according to reports, grant-aided the state varsity throughout his first tenure, continuing the legacy of his predecessor Sen. Abubakar Bukola Saraki who facilitated the creation of the university in 2008.
Kwara State University, Malete, was created with the enactment of Kwara State University Law, Law No. 13 of 2008 by the Kwara House of Assembly of Nigeria, as assented to by the former governor Abubakar Bukola Saraki on December 24, 2008.

Further investigation into the security arrangement and customary provision of hostel accommodation for the new intake and final-year students revealed that the University couldn’t provide sufficient hostel accommodation for the admitted students.
It was gathered that the majority of the new intake and final-year students were made to seek accommodation off-campus under the private partnership agreement with host community landlords without a security and safety precaution.

Pressing further on the state of affairs within the Kwara State University, another top official alleges that in the 2023/2024 academic year, over 1,000 students were admitted to study Public Health Science with a paltry four (4) lecturers as academic staff members in the department.

The top official further clarified that the majority of the admission seekers who applied to study either Medicine or Medical Laboratory Science were considered to study Public Health Science due to the quota policy by the Medical schools upon completion of the 5-year course.
Meanwhile, checks on the Medical and Dental Council of Nigeria’s official website revealed that Kwara State University College of Health Science has not been accredited.
However, other universities in the state which has been accredited include the College of Medicine, the University of Ilorin which have 150 student quota for Medical Students quota and none for Dental Students quota.
State Universities UNIABUJA, KASU reaction to admission quota data
When contacted for a reaction to the numbers of newly admitted students at Kwara State University in the 2023/2024 academic year, some top officials from the Kaduna State University, and the University of Abuja, described the varsity decision to over-admit students as “outrageous and worrisome”, disclosing that none of these universities has exceeded 10,000 quotas in recent times.

“With the available records from our end, our newly admitted students for the 2023/2024 academic year stood at 3,600 while our academic staff strength stood at 1,117,” a top administrative Kaduna State University official who was not authorized to speak for the university revealed.
Also, when contacted, another administrative officer from the University of Abuja disclosed that the academic staff strength of the University stood at 3,362 while the number of the last admitted students in the 2023/2024 academic year stood at 4,600.

Kwara State University students speak
Confirming the claims that over a thousand students were admitted to study Public Health Science, some new intakes and 200-level students of Kwara State University, Department of Public Health Science on Monday, January 8, 2024, confirmed that over 784 students were presently on the 100-level students’ WhatsApp platform.
The fresh students, during a discreet chat, further confirmed that since their resumption, not more than four lecturers have been assigned to take over lectures with them.
“Yes, we are 784 students presently on our WhatsApp platform, while lecturers are not more than four.”
Also, in another discreet interview with a 200-level student from the Department of Public Health Science (PHS), it was revealed that during their 100-level days, they barely received lectures, adding that venue allocation was a major setback for the lecturers.
“The reason why I am not obsessed with lectures this semester is the pointer to how my 100-level days went. I am a very sensitive person. However, my experiences in the earlier year taught me not to take lectures seriously over personal reading. I have had personal reading since we resumed. Can you imagine a lecturer has sent more than six PDFs without showing up for a single class session with us?.”
It was also gathered during an on-the-spot assessment of the Kwara State University that a particular lecture supposedly to be held between 2 pm and 4 pm on Monday, January 9, 2024, for the 200-level students of the Public Health department couldn’t be held because of the rowdy environment.
It was further gathered that more than two different departments were to receive lectures in the same venue.
Erstwhile Pro-Chancellor and Chairman of Governing Council seeks financial support for varsity

According to a statement by the erstwhile Kwara State University Pro-Chancellor and Chairman of Council, Kpotun Baba on December 11, 2021, he appealed to the state government to allow the varsity to seek alternative sources of salary funding without resorting to loans since the discontinuation of subvention to it by the previous administration.
Kpotun Baba made the plea at the eighth and ninth combined convocation ceremony of the Kwara State University, Malete.
“The proposals are to make alternative salary funding arrangements which may be less costly to the government and the university,” Kpotun Baba, the former pro-chancellor and governing council chairman was quoted as saying.

No Pro-chancellor, Governing Council as Acting Vice-chancellor takes unilateral decision
While the removal and disbandment of the erstwhile Pro-chancellor and Governing Council chairman, Kpotun Baba, and his members remain a mystery. There are reports that the Governing Council was dissolved by the state governor after the demise of the late former vice-chancellor over a year ago.
Paragraph (3) on the appointment of the Pro-Chancellor of the Kwara State University Law 2008, as amended, equally states that “The Pro-Chancellor shall hold office for a period of five years.”
However, paragraph (4) of the Pro-chancellor section from the Kwara State University Law 2008, as amended, states that “If it appears to the Visitor that the Pro-Chancellor should be removed from office on the ground of misconduct, or of inability to perform the functions of his office, the Visitor may by notice in the Gazette remove the Pro-Chancellor from office.”
Also, paragraphs (4a, b, and c) of the Council section from the Kwara State University Law 2008, as amended, states that “The Visitor shall revoke the appointment of any member if the member – has been absent for three consecutive meetings of the Council without valid reasons; or has been convicted of an offence or declared bankrupt or found wanting in another organisation; or incapacitated by physical or mental.”
However, the appointment of the Pro-chancellor according to paragraph (2a &b) of the Kwara State University Law 2008, as amended, states that “the Pro-Chancellor shall be knowledgeable in the administration of Universities or similar institutions; and appointed by the Visitor after due consultation with the State Executive Council.”
Findings revealed that the Kwara State University acting vice-chancellor Prof. Shaykh-Luqman Jimoh mostly takes unilateral decisions and sometimes staff members carry out their duties arbitrarily due to the absence of the University Governing Council.
This much was corroborated by the University Don and the President of the National Political Science Association of Nigeria (NPSA), Prof. Hassan Saliu.
The Professor of Political Science and International Relations who spoke at the Annual General Meeting of the Ilorin Emirate Professors Association (IEPA) held recently in Ilorin, the Kwara State capital remarked that it is time for the University to take good shape with the appointment of a substantive Vice-chancellor and reconstitution of the varsity’s Governing Council.

When contacted for further comments, the President of the National Political Science Association of Nigeria (NPSA), Prof. Hassan Saliu said that failure to appoint a substantive Vice-chancellor of the Kwara State University and also reconstitute the varsity Governing Council after a year may spell doom for the academic and administrative quality of the University.

The University Don, however, called on the state government to further stop the elongation of the current acting Vice-chancellor’s tenure or rather reinstate him as the substantive head because of the worrisome situation in the varsity.
Recall that the former Vice-Chancellor Prof Mustapha Akanbi SAN died in November 2022 after a prolonged illness paving the way for the appointment of an acting head. Akanbi held sway of the acclaimed world-class University for the period of two and half years as the vice-chancellor.
“You are correct, I delivered a paper at the Annual General Meeting of Ilorin Emirates Professors, where I commented on happenings at the prestigious and world-class Kwara State University.
“As an academic who is also an advocate of constitutionality, I hold strongly that academic and administrative imbalance currently witnessed at the university, especially with the absence of a substantive vice-chancellor must be urgently addressed by the Kwara state government.”
Prof Saliu, conclusively, urged the Kwara state governor AbdulRahman AbdulRazaq to swing into action to accelerate a process that will lead to the appointment of a substantive vice-chancellor to avert future crises in the University.
“This is why I call on the Kwara State Government to accelerate the process that will lead to the selection and appointment of a substantive vice-chancellor. Happenings in KWASU where report of some officials not following due process must be nip in the bud,” the professor of Political Science and International Relations Hassan Saliu said during a telephone conversation.
Legal Viewpoint: University Law failed to recognise Acting Vice-chancellor role
According to Paragraph (3) of the Vice-Chancellor section from the Kwara State University Law 2008, as amended, the position of the vice-chancellor shall be appointed by the Visitor (which is the state governor) in accordance with the provisions of the paragraph.

“Six Months before the expiration of the tenure of an incumbent, or within a reasonable time thereof, the Council shall by notice in the journals of the University and other mass media advertise the vacancy and call for applications specifying- (a) the qualities of the persons who may apply for the post: and (b) the terms and conditions applicable to the post, and thereafter draw up a short-list of suitable candidates for the post for consideration,” Paragraph (3) of the vice-chancellor role in the Kwara State University Law 2008, as amended reads.
Meanwhile, an acting vice-chancellor was appointed by the Visitor (who is the state governor) on Thursday, January 5, 2023, following the death of the former vice-chancellor, Prof. Mustapha Akanbi, SAN.
The acting vice-chancellor, Shaykh Professor Luqmah Jimoh was until his appointment the University’s deputy vice-chancellor (academics).
Residents plea for Unity Bridge shift from Ilorin to Oko-Olowo/Malete axis
During an on-the-spot assessment of the Kwara State University, Individuals who are residents of the Kwara State University host agrarian communities appealed to the state government to urgently rescind its decision on the State Executive Council approval of Unity Bridge said to be sited in Ilorin, urging Gov., AbdulRazaq to consider siting the bridge along the Oko-olowo Jebba expressway leading to Malete.

Speaking with Mallam Raji Rasaq Adebayo, a youth leader in the Malete community, he praised the erudition and rapid development witnessed during the tenure of the late Kwara State University Vice-chancellor.
He added that their plea to site the Unity Bridge in their community to the governor would have scaled through if he (the late vice-chancellor) was alive.
“We can’t but remember Prof. Akanbi’s two and half years as the Vice-chancellor which was a moment of rapid development and world-class academic culture, one can imagine how he would have joined our advocacy for the shift of approved Unity Bridge from Ilorin to Oko-Olowo Malete expressway.”
Another resident, Alao Rafiu who is a commercial motorcycle rider in Shao, a suburb community expressed sadness over the persistent car accident on the University road, calling on the Kwara state government to consider the siting of Unity Bridge in Malete.

However, there are talks on the deplorable state of the road and the death toll from the road leading to the University from the state capital which has been described as a “death trap, unsafe, and unsmooth for the University”.
A dailyTrust report on Friday, August 26, 2022, indicated the death of a young and promising lecturer of the Department of Political Science from the Kwara State University, Idris Oladimeji Yahyah who lost his life in an accident along Jebba road, a pathway from the University on his way to Ilorin.
The report indicated that the incident occurred on Thursday, August 25, 2022, a few hours after the deceased who is a native of Adifa Community in Ilorin finished invigilation during the university’s 2nd semester examination.
Meanwhile, students and colleagues alike expressed shock over the young and promising lecturer’s untimely death that was survived by his father, wife, and little daughter.
Acting Vice-Chancellor calls for urgent Government attention on Road facilities
In another development, the University’s acting vice-chancellor, Prof. Shaykh-Luqman Jimoh according to reports on December 17, 2023, drew the government’s attention to the worsening portions of the University road and the collapse of a few culverts which he said added to the growing number of vehicular traffic, not just to the University, but the numerous agrarian communities within the axis.

“There are bad portions on the road and a few culverts on the verge of collapse, adding that the road provides access to a growing number of vehicular traffic, not just to the University, but the numerous agrarian communities within that corridor,” the acting KWASU vice-chancellor was quoted as saying during the tenth and eleventh combined convocation ceremony.
Thus, there are reports of Oko-Olowo Jebba road believed to be a haven for kidnappers and assailants who have carried out several dastard operations within the area of the state.
Analyst speaks on KWASU VS University of Education
Some analysts have opined that the incumbent governor AbdulRahman AbdulRazaq is poised to destroy the Bukola Saraki legacy as the brainchild of the Kwara State University project, alleging the continuation of the incumbent political war with the former governor and Senate President.
It was alleged that the recent inauguration of the University of Education panel headed by former vice-chancellor of the University of Ilorin and Elder statesman, Prof. Shuaib AbdulRaheem, is another plot by the incumbent governor in furtherance to his fight against the former governor Bukola Saraki.
Recall that sometime in November 2023, the Kwara state government set in motion machinery for the establishment of Kwara State University of Education.
According to a statement by Rafiu Ajakaye, the governor’s spokesperson, he stated that the 11-man committee was charged to pilot the take-off of the university in line with Gov. Abdul Rahman AbdulRazaq’s agenda to “own a specialised university of education, including an assessment of the existing conventional, on-degree awarding –NCE/Diploma – colleges or university which limited facilities may fall short of the eligibility for automatic registration with the Teachers’ Registration Council.”
Speaking with Comrade Lanrey Osho, a Kwaran, author, human rights activist, and public policy analyst, he opined that sections of the Kwara State University Law keep mum on the appointment of an acting Vice-chancellor, adding that the University union body and the State House of Assembly must act fast by engaging the Kwara state government to accelerate the process of appointing a substantive vice-chancellor.

“I beg to differ on the assertion that the Kwara state government is trying to kill KWASU to establish a University of Education. That being said, I have painstakingly studied the Kwara State University Law, and I discovered that the act is silent on the issue of the appointment of an acting Vice-Chancellor. I must comment on the inability of the Academic Staff Union of the University to engage the state government on this matter –I think they are in the best position to engage the government on issues like this.
“To set the record straight because there is a limit to what the acting Vice-chancellor can do, I therefore urge the ASUU Kwara State University chapter to engage the Mallam AbdulRahman AbdulRazaq’s government to do the needful on this issue. Even if it is the present acting Vice-chancellor that will be appointed as the substantial VC, they should go ahead with it and if it is another person else, they should ensure that the needful is done.”
While restating the role of civil society organizations, and public policy analysts in calling the attention of government on issues, Osho, meanwhile, charged the Kwara State House of Assembly which he described as the “Bastion of Democracy”, and in particular the Chairman House Committee on Tertiary Education to act on the issue at the Kwara State University.
KWASU Senior Staff Union reacts
When contacted, the vice-chairman of the Senior Staff Association of Nigerian Universities (SSANU), KWASU chapter, Mallam Habeeb Kamaldeen requested that the reporter speak with the chairman of the varsity union instead.

“Yes, I am the vice-chairman of SSANU, Kwara State University chapter, and currently at the PR unit of the Department of University Relations. In respect of your posers, as you may know, I am the vice-chairman of the union body, and I will request that you speak with my chairman as he is in the best position to give answers to your questions.”
As of the time of filing this report, Mallam Habeeb has refused to send the phone number of the SSANU chairman as promised.
University Official reacts
When contacted via a telephone conversation, the Kwara State University Director of University Relations, Dr. Saeedat Aliyu refused to disclose the total number of newly admitted students and the staff strengths.
She, meanwhile, debunked the overpopulation of students versus the number of academic staff scare, affirming that the University has the staff capacity to run the academic activities.
The Director of University Relations further added that the University staff and the student strengths are accurate and in line with the Nigerian Universities Commission (NUC) and the Joint Admission and Matriculation Board (JAMB) guidelines.
“I made you understand that universities are run following guidelines from not just the universities, but the Nigerian Universities Commission (NUC) and the Joint Admission and Matriculation Board (JAMB). Kwara State University had an admission quota system that we have ‘strictly’ adhered to in terms of admission. It is therefore important to state that we have abided by the capacity as approved by these regulatory agencies ditto for teaching and nonteaching staffs.”
Responding to the claims of inadequate academic staff at the Public Health Science department and the non-accreditation of the Kwara State University College of Health Sciences, Dr. Saeedat said, “KWASU is a properly staffed University, and we also leverage on sisters departments. I can assure you that in that department, there are Professors; there are Senior Lecturers, and other Lecturers. It is totally impossible for the department (Public Health Science) to be staffed by just four lecturers.
“These are departments that are serviced by staff from relevant other departments so that students can have the best knowledge cutting across other disciplines.
“KWASU is in her second year of the Medical course. Therefore the Nigerian Medical School (NMS) officials have not come for assessment yet. Let me state that we have approval from the Nigerian Universities Commission (NUC) and there are certain number of years that these regulatory bodies including the NMS will come and access our facilities before the College of Medicine can be accredited.
“That is why the Kwara State Government has graciously approved the Ilorin Teaching Hospital as the primary site for the Kwara State University Clinical School, primarily to satisfy the requirements of the Medical School,” the Director of University Relations, Dr. Saeedat Aliyu said.
Kwara govt failed to speak
As of the time of filing this report, several calls made to the Chief Press Secretary to the Kwara State Governor, Rafiu Ajakaye were neither picked up, and chats sent to his WhatsApp were left unresponded to.
